State of the Art on design, analysis and evaluation of harm reduction policies of psychoactive substances in Europe and America between 2003-2013

Introduction. Harm Reduction Strategy (RD) look for that people do not start consumption Psychoactive Substance (SPA) and those that have already begun, have no further damage. After the failure of the "war on drugs”, consumption is dealt with RD strategies contained in public policy, demonstrating its effectiveness (United Nations Office on Drugs and Crime UNODC, 2015). Objectives. To characterize the knowledge about policies by consuming SPA RD, legal and illegal, in Europe and America, 2003-2013. Methodology. Research non-systematic meta-analytic items found on the internet. Results. 88 documents were analyzed. Three themes emerged: History of RD policies, strategies used in each region according to their social and political conditions and some approaches to the design, analysis and evaluation of these policies. Conclusions. In Spain, after the implementation of the Policy, 30% of crimes associated with drug use were reduced and in Brazil, the health status of consumers was improved and access to health services increased. In addition, some gaps were found in the design of Policies, in accordance with recommendations from international bodies.Downloads
